hi, Thanks for contacting us. There are some colleges & universities which don't require GRE so it depends on your department and the College you choose. As a counselor i would suggest you that you should write either TOEFL or IELTS because even if the University waves off your IELTS it is required for Visa Application, so its better if you start preparing for IELTS or TOEFL.

Also, the ranking of the universities is best applicable as per the program. Most schools require qualifications comparable to a Canadian Bachelor’s (Honours) degree (Four Year Degree Program). That means a minimum of 16 years of formal education. However, in general please find below the application procedure in Canada :
Getting the application form (via email or from the official website).
Meeting with the eligibility requirements (GPA, GRE, TOELF/IETS)

Though you have specified with the GRE scores, it would have been better to specify the individual scores (verbal, quantitative). Also, your TOEFL scores are to the lower side and I would recommend you retake the test with better preparation since most of the universities look for a minimum score of 80+ on the iBT.
